Council officially approves first ever workplace parking levy in the UK

Nottingham City Council has officially endorsed the workplace parking levy (WPL).

No charge will be applied to employers until April 2012 but the scheme will be introduced, without charge, six months prior in October 2011.

Employers will be legally obliged to obtain a WPL licence for their parking provision from October 2011 but would pay no charge for the period up to 1 April 2012.

31 July 2009 - Government confirms NET Phase Two conditional approval and WPL Order

NET Phase Two – the proposed extension to Nottingham's tram network – is now within touching distance of becoming reality.

During a visit to Nottingham on Friday 31 July, Sadiq Khan MP (Minister of State for Transport) announced Conditional Approval for the project. The Government also confirmed the Order for one of the key funding streams for NET Phase Two - the Workplace Parking Levy (WPL).

As well as contributing towards NET Phase Two funding, the WPL will support the £67m redevelopment of Nottingham's railway station (The Hub) and maintain the Link bus network which transports people to and from some of the city's major employers.

The details of the scheme will be confirmed at a meeting of Nottingham City Council's Full Council in September 2009. This website will then contain the correct information.

23 February 2009 - Speedy decision on Workplace Parking Levy Called For.

John Heppell (Member of Parliament for Nottingham East) will ask the Minister for Transport for a speedy decision on Nottingham's Workplace Parking Levy (WPL) if the city is to be in the best position to benefit from a future upturn in the economy.

6 February - Nottingham City Council says the cost of congestion will have a much bigger impact on the economy than the cost of workplace parking levy schemes.

Responding to the Chamber of Commerce's claim that workplace parking levy schemes, if introduced by every local authority in England, will cost the national economy £3.4 billion a year, it is estimated that traffic congestion costs the national economy over £10 billion a year.

12 December 2008 - Manchester says "NO" – But we will tackle Nottingham's congestion.

Nottingham City Council believes it will not suffer a similar fate to Manchester as its proposals for a workplace parking levy (WPL) are fairer and cheaper than a congestion charge.

19 May 2008 - Notice published of intention to apply for confirmation of WPL legal Order

On 19 May 2008 Nottingham City Council published notice that it has made The City of Nottingham Workplace Parking Levy Order 2008 and that it intends to apply to the Secretary of State for Transport for her confirmation of the Order. The Order cannot come into force unless it is confirmed by the Secretary of State.

12 May 2008 - Workplace Parking Levy scheme - Full Council decision

Nottingham City Council decided, at a meeting of its Full Council on Monday 12th May, to progress plans for a Workplace Parking Levy (WPL) in Nottingham.

Councillors considered the draft legal Order and Business Case for the WPL and decided to authorise the scheme.

The next stage of the process is for the City Council to submit the legal Order to the Secretary of State for Transport in the summer, which, if confirmed, would give it the powers to introduce a WPL in Nottingham in April 2010.

9 May 2008 - Nottingham City Council's position on Road User Charging and the outcome of the 6Cs report

Six council leaders and cabinet leads from the three cities of Nottingham, Leicester and Derby and the three surrounding counties have today decided not to pursue further funding to continue research into Road User Charging.

2 May 2008 - WPL decision

Nottingham City Council will decide, at a meeting of its Full Council in May, whether to authorise a Workplace Parking Levy (WPL) in Nottingham, which would fund local transport improvements and reduce congestion.

Councillors, at the meeting on May 12, will consider the draft legal Order and Business Case for the WPL scheme, which officers have been developing further since a 12 week public and business consultation and five day Public Examination of the proposals took place in 2007. Councillors will be recommended to approve the WPL scheme and direct that the Order be made by the Council, which authorises the scheme and contains the legal framework within which the scheme will operate.

19 December 2007 - WPL Executive Board decision

At the City Council's Executive Board on 18 December 2007 councillors considered the conclusions of the public consultation and the Public Examination of the Workplace Parking Levy proposals.

They decided to proceed in principle with developing the details of the scheme so that if the legal order containing the scheme is ratified by Full Council in 2008, an application could be made to the Secretary of State for Transport for confirmation of the scheme in order to introduce a WPL in Nottingham from April 2010.

10 December 2007 - Two thirds of City of Nottingham residents and Independent Inspector back Workplace Parking Levy to keep more tram routes on track

Sixty-eight per cent of City of Nottingham residents who took part in Workplace Parking Levy public consultation supported proposals to introduce it – and have been backed by an independent inspector.

Consultation responses were part of the evidence presented at a five-day independent Public Examination into the proposals – with the conclusions of the consultation and the Public Examination set to be considered by councillors on 18 December 2007.

13 October 2007  Workplace Parking Levy consultation is now closed

The public consultation of the Workplace Parking Levy (WPL) is now closed and we would like to thank everyone who took part in the widespread consultation over the 12 week period from 16th July 2007.

As part of the consultation there was a five day Public Examination of the WPL proposals by an independent chairman. He will provide the council with an independent report of his findings in mid-November 2007.

This report, together with responses from the consultation, will be presented to the Council and made publicly available in December 2007.    

It will then be up to the Council to decide whether to pursue, with the Secretary of State for Transport, implementing a Workplace Parking Levy in Nottingham in 2010.
